Thai Government Set to Legalize Online Gambling Amid Economic Push

The Thai government is advancing plans to legalize online gambling in a bid to stimulate economic growth, regulate the booming underground market, and strengthen the nation’s digital economy.

In January 2025, the Cabinet approved a draft law to permit the development of casinos within designated entertainment complexes. In parallel, the Ministry of Digital Economy and Society was tasked with revising the Gambling Act to incorporate a regulatory framework for online gambling.

Digital Economy and Society Minister Prasert Jantararuangtong confirmed that the legislative process is progressing swiftly. The necessary amendments are expected to be finalized within the first half of 2025. These reforms aim to introduce a legal structure for online gambling platforms, emphasizing responsible gaming, consumer protection, and taxation.

Former Prime Minister Thaksin Shinawatra, a vocal advocate for legalization, believes the initiative could generate more than 100 billion baht (approx. $2.89 billion USD) in annual revenue. He has also aligned this move with broader efforts to legalize cryptocurrency and promote Thailand’s digital transformation.

“Thailand needs to catch up with the world,” said Thaksin. “This is about smart regulation, not moral panic.”

Despite strong economic justifications, public opinion remains divided. A nationwide poll conducted by the National Institute of Development Administration (NIDA) in January revealed that 69% of respondents opposed online gambling, while 59% disapproved of plans for entertainment complexes and casinos. Critics warn of potential increases in gambling addiction and related social issues.

In response, government officials have stressed that any form of legalization will include strict regulatory oversight, comprehensive age verification protocols, and carefully controlled licensing processes. The policy is also expected to create jobs, attract international investment, and reduce reliance on illicit betting operations.

As of April 2025, the draft legislation is approaching finalization and will soon be presented to parliament for approval. If enacted, Thailand would join a growing list of Asian countries embracing a regulated approach to digital gambling.
